Ferry operations RFP: a practical scope checklist

Prepare a ferry operating brief that makes service, maintenance, terminal, reporting, and retained-owner responsibilities clear.

THE TAKEAWAY

Price comparisons only mean something when responsibility boundaries match.

Write around the service promise

An operating RFP needs a defined baseline: the proposed timetable, service days, assets, terminal arrangements, expected reporting, and any work retained by the owner. Identify what is established and what bidders are expected to propose.

Distinguish a request for operating services from a vessel procurement or an engineering assignment. Where the project combines them, define the interfaces and procurement process with the relevant specialists. This checklist helps scope the operation; it is not a legal procurement template.

A responsibility schedule for the brief

A responsibility schedule for the brief
WorkstreamBoundary to clarifyAsk bidders to provide
Sailings and disruptionWho can modify service and communicate changes?A disruption and escalation workflow
MaintenanceWhat is routine, major, or owner-retained?Planned work approach and handover records
Terminal dutiesWho covers queues, facilities, access, and utilities?A terminal duty schedule
PurchasingWhat approvals and spending limits apply? An exception and authorization process
ReportingDefinitions, cutoff dates, and source recordsAn example report with underlying definitions

Use an abnormal day as the evaluation scenario

Give bidders the same hypothetical: a vessel becomes unavailable before the morning service, a replacement has a different capacity, and terminal staff need an update. Ask them to walk through decisions, approvals, communications, and records.

Evaluate whether the proposed operating chain is understandable. A polished promise of reliability does not explain who is available, who owns the decision, or what the owner needs to approve.

Require a mobilization handover

List the records and access the operator needs, including agreed asset information, work history, operating documents, vendor arrangements, and reporting definitions. Ask for dependencies and acceptance milestones before the first operating day.

For context, Land & Sea publishes ferry operations, vessel management, and marine logistics capabilities. That describes a possible provider category; any project-specific scope still requires its own written agreement.
